Q.Are the subsidies property-based, or may a tenant take a subsidy with them when they move?A. The subsidies are property-based. The Trust Fund signs a contract with the landlord, and the subsidies are deposited directly into the landlords account or given to the landlord as a quarterly check. A tenant may not take the subsidy with them when they move, except in very limited circumstances.
Q.What are the limited circumstances under which a tenant might take a subsidy with them when they move?A. The tenant may only take the subsidy with them if they move if the landlord has stopped receiving Trust Fund subsidies for that tenants unit. This typically only occusr when the Trust Fund is either temporarily or permanently ending its relationship with the landlord. A tenant may never move while retaining the benefit of a subsidy unless they have received a letter from the Trust Fund expressly allowing them to do so, and to be eligible for such, the tenant must be in good standing on their current lease.
Q.Do I, as a landlord, have to fill out the lead-safe disclosure form every year, even if my building was built after 1978?A. Yes.

Upcoming Subsidy Payment Release Dates
Please be informed that Fridays are the scheduled release date for Trust Fund Subsidy Payments.
The Trust Fund office will be closed on Friday, December 24th, in observance of the Christmas Holiday. Payments will be scheduled for release for Thursday, December 23, 2021. Participants are asked to refer to their Tipalti portals for a status on their payments once released.The Trust Fund office will also be closed on Friday, December 31st, in observance of the New Year’s Day Holiday. Payments going out this week will be scheduled for release for Thursday, December 30, 2021. Participants are asked to refer to their Tipalti portals for the status of their payments once released.2022, 1st Quarter subsidy payments will be released starting the first Friday in January on the 7th, for those properties eligible for payment and having submitted a 1st Quarter Payment Voucher.

Chicago’s Low Income Housing Trust Fund, created in 1989, consists of a rental subsidy program, providing annual subsidies to owners of qualified affordable housing developments, and the Multi-Year Affordability through Upfront Investment Component program. Through MAUI, interest free, forgivable loans are made available to affordable housing developers.
Funding Description:The Chicago Low Income Housing Trust Fund has two funding sources: the City of Chicago and the State of Illinois. Chicago provides funding though corporate revenues and the Affordable Housing Opportunity Funds generated as donations to the City when developers cannot meet affordability requirements. The State of Illinois provides funding for the Rental Housing Support program through a property recordation surcharge. In 2014 the Trust Fund appropriated funding to subsidize 2,813 units of housing in the City of Chicago at an annual cost of $15.1 million through Rental Subsidy and MAUI operating reserves programs. Addionally, the trust fund approved grants totaling $900,000 to create nine affordable housing units.

I have all paid this amount of rent. I can go live wherever we currently house about 2,900 households. That includes individuals and families, landlords also benefit from the program. They have fewer vacancies and a steady income stream, and I think the broader community benefits, because of the overall greater housing stability that the program provides.
