Chicago Low Income Housing Trust Fund

Property Manager Frequently Asked Questions

Chicago Low-Income Housing Trust Fund

Q. Is there a list of Trust Fund subsidized properties that might have vacancies?A. Yes, the most recent list may be found on the quarterly report page. Please click the most recent report.

Q.Are the subsidies property-based, or may a tenant take a subsidy with them when they move?A. The subsidies are property-based. The Trust Fund signs a contract with the landlord, and the subsidies are deposited directly into the landlords account or given to the landlord as a quarterly check. A tenant may not take the subsidy with them when they move, except in very limited circumstances.

Q.What are the limited circumstances under which a tenant might take a subsidy with them when they move?A. The tenant may only take the subsidy with them if they move if the landlord has stopped receiving Trust Fund subsidies for that tenants unit. This typically only occusr when the Trust Fund is either temporarily or permanently ending its relationship with the landlord. A tenant may never move while retaining the benefit of a subsidy unless they have received a letter from the Trust Fund expressly allowing them to do so, and to be eligible for such, the tenant must be in good standing on their current lease.

Q.Do I, as a landlord, have to fill out the lead-safe disclosure form every year, even if my building was built after 1978?A. Yes.

Q.Where would I find city violations for my current property?A. You can find that information here.

How A Subsidy Works

  • Application process The property completes the Trust Funds Rental Subsidy Program application and inspection process.
  • Approval and agreement Based on the approval of the Board of Directors, an agreement is issued between the property and the Trust Fund. Agreements are annual and renewable based on the agreement and the availability of funding.
  • Leasing the unit The property accepts applications for the unit and the benefit of the subsidy. The property screens tenants and leases the unit based on their leasing requirements. Leases are generally one-year in length certain exceptions do apply. If a tenant leaves the unit, they are not eligible to take the subsidy with them to another unit in the marketplace. Properties can rent any vacant subsidized unit to another household in order to continue to receive the rental subsidy allocated to that unit. In the leasing process, its important to note that the Trust Fund:
  • Approves the subsidy for the unit and not for an individual or household
  • Does not approve the tenant
  • Does not mandate leasing criteria other than the property must follow the rules of Fair Housing and the Chicago Landlord / Tenants Rights Ordinance

Chicago’s Low Income Housing Trust Fund, created in 1989, consists of a rental subsidy program, providing annual subsidies to owners of qualified affordable housing developments, and the Multi-Year Affordability through Upfront Investment Component program. Through MAUI, interest free, forgivable loans are made available to affordable housing developers.

Funding Description:The Chicago Low Income Housing Trust Fund has two funding sources: the City of Chicago and the State of Illinois. Chicago provides funding though corporate revenues and the Affordable Housing Opportunity Funds generated as donations to the City when developers cannot meet affordability requirements. The State of Illinois provides funding for the Rental Housing Support program through a property recordation surcharge. In 2014 the Trust Fund appropriated funding to subsidize 2,813 units of housing in the City of Chicago at an annual cost of $15.1 million through Rental Subsidy and MAUI operating reserves programs. Addionally, the trust fund approved grants totaling $900,000 to create nine affordable housing units.

Itd. Have helped me a lot because if I didnt have this program, I probably will be in the shelter I dont have much family. I dont know how much friends so having my own apartment in establishing being around my kids all day.

That is wonderful. They come in. They help me find a job. They help me go out, seek an appointment. So when Im ready to actually be stable on my feet, I can say you know what I can move out of this outside.

I have all paid this amount of rent. I can go live wherever we currently house about 2,900 households. That includes individuals and families, landlords also benefit from the program. They have fewer vacancies and a steady income stream, and I think the broader community benefits, because of the overall greater housing stability that the program provides.

The fact that we have this many people in housing and theyre, not living in the streets of Chicago. I think its. A pretty accomplishment. Id like to be able to do more, but weve been able to do that. Chicago Low Income Housing Trust Fund

So Im, not going to say its, not an accomplishment. It is, of course we would do more. If we could it & # 39, s really been a privilege to work for an organization that helps people live and safe, decent, affordable housing.

You know at climbing the ladder, and I think thats, the philosophy that underpins what we do in make Chicago what it is the best place in the world to live. Chicago Low Income Housing Trust Fund
