City Colleges Of Chicago Adopts New Hybrid Tuition Structure
On April 5, 2018 the City Colleges of Chicago Board of Trustees unanimously approved Board Resolution 33420, which changes the tuition rate from a tier-based rate structure to a hybrid tuition rate structure. Beginning with the summer 2018 semester, part-time students enrolled in fewer than 12 credit hours will be charged on a per-credit hour based rate structure and full-time students enrolled in 12 credit hours or more of coursework will continue to pay a flat rate. The new tuition structure charges part-time students the same rate per credit hour as a full-time student enrolled in 12 credit hours.
This decision partially reverses a change made in 2015 as part of the FY2016 budget when City Colleges changed the Districts tuition and fee structure from a per credit hour based tuition and fee structure to a tier-based tuition and fee structure that combined the tuition and fees into one flat rate for students depending on their enrollment status, effective for the fall 2015 semester.
Although the District informed students by providing information on the Districts website, through email communication and by other means, the Federation believes the proposed change in tuition structure should have been communicated to the students before opening registration for the fall 2015 semester.
The Civic Federation looks forward to the release of the City Colleges of Chicago FY2019 budget this summer.
How Can I Attend City Colleges Of Chicago At Low Or No Cost
CHA public housing residents and Housing Choice Voucher participants can obtain a degree or certificate from City Colleges of Chicago at low or no cost through a partnership between CHA and CCC called the Partners in Education program. Partners in Education Program Managers help residents with the enrollment process, academic advisement and referrals for career coaching when appropriate. Eligible expenses include tuition, uniforms, books, and exam fees.

In 2010, City Colleges of Chicago launched “Reinvention”, an overhaul program/initiative designed to assess and recommend improvements to all City Colleges programs and operations. Its four goals are to increase the number of students earning degrees, increase the transfer rate to four-year institutions, improve outcomes for students needing remediation and increase the number of adult education and English as a second language students advancing to college-level courses.
The Chicago Tribune editorial board stated that College to Careers was a manner to address “a chronic mismatch between public education and what employers need” through aligning its each of its campuses with a specific job sector so that students can be prepared for specific careers upon graduation.
Launched in 2011 by Rahm Emanuel, Mayor of Chicago, College to Careers partners the colleges with industry leaders in high-growth fields to address the skills gap in Chicago’s workforce. The initiative draws industry partners to work with faculty and staff in redesigning occupational program curricula and facilities to better match the needs of employers. College to Careers has initially focused on fast-growing industries in the Chicago region, including healthcare and transportation, distribution and logistics.

City Colleges Hits Students With Tuition Hike
Many City Colleges of Chicago students are in line for significant tuition increases this fall under a budget trustees overseeing the seven-campus system approved Thursday.
The board, which is appointed by Mayor Rahm Emanuel, voted without dissent to raise tuition as part of a $696 million spending plan that includes no property tax increase. By raising costs for students instead, City Colleges can balance its budget without resorting to the politically painful broad tax hikes Emanuel is facing as he tries to deal with pension shortfalls and budget holes at City Hall and Chicago Public Schools.
The tuition increase was announced to students in an email two days before the vote and after many of them had started signing up for fall classes. City Colleges Chancellor Cheryl Hyman defended the hike, saying it will make costs for students more transparent by eliminating extra fees. Hyman said the aim is to get more students to take full-time course loads of 15 credits each semester by making it less expensive to do so on a per-credit basis.
City Colleges officials said 60 percent of students now in the system take fewer than 12 credits each semester. Those part-time students in many cases will face the steepest increases under the new tuition setup. City Colleges has long been an inexpensive way for Chicagoans to earn college credit a few classes at a time, often while also working jobs that make it tough to carry heavier course loads.

Stop Increase In Students Tuition
We are students attending Harold Washington College in Chicago and part of an emergency committee created after CCC’s decision to raise tuition. This petition created on behalf of international students needs your immediate support.
On Thursday July 9, 2015 CCC decided to increase international students tuition starting on Fall semester 2015. In the special email sent on Tuesday July 7, 2015, CCC justifies the increase by explaining that:
The new price structure is designed to encourage students to complete their degrees in a timely fashion and achieve their career goals efficiently. Full-time students will pay the same price regardless of how many credits they take above 12, creating an incentive for students to take the 15 or more credit hours a semester needed to graduate in two years. Also, CCC stated that on average, full-time City College students today pay $1,553 per semester. The new cost will be $1,753 per semester. The cost of a 15-hour load will actually decrease $91 in the fall semester.
We want to believe that CCC values all its students the same way. We want to believe the institutions mission is to assist us to reach our goals. These recent announcements of increase in tuition create a huge barrier towards completing our education.

Use A 529 Plan To Offset Rising Education Costs
One of the most sound investments you can make to help pay for your child’s higher education is by using a 529 plan. These funds grow in a tax-free environment, and generally have a 3-5% rate of return. The only catch is that all funds need to be used for higher education, and if not… there are monetary penalties imposed when withdrawn for other uses.
Illinois has two 529 college savings plans, as well as a prepaid tuition program. The direct-sold Bright Start College Savings Program and the Bright Directions Advisor-Guided 529 College Savings Program are managed by Union Bank & Trust. In November 2017 the Bright Start Advisor program was folded into Bright Directions. CollegeIlinois!, the states prepaid tuition program, is available only to Illinois residents.

City Colleges of Chicago is offering tuition-free training in high-demand fields for eligible students through Workforce Equity Initiative grants from the Illinois Community College Board and Illinois Legislative Black Caucus.
The grant funds will be used to offer students from low-income communities opportunities to earn industry-recognized credentials at no cost. Richard J. Daley College, Kennedy-King College, Olive-Harvey College, Malcolm X College, and Wilbur Wright College received the state funds.
