Chicago Police Force Could Be At 50% This Weekend Amid Standoff Over Covid

CHICAGO, Illinois – The police union in one of Americas largest cities is facing off with the mayor over COVID-19 vaccines.

A deadline looms for all police officers in Chicago to officially disclose if they are fully vaccinated, or will instead opt to be regularly tested for coronavirus.

But the head of the police union claims half the force wont be on the streets this weekend if the deadline holds.

Chicago Mayor Lori Lightfoot said she expects people will comply with the rule.

Its pretty straightforward, are you vaccinated or not? If you are, you upload your information, if youre not, then you go to a separate page, and you indicate that and that youll be taking the testing option, Lightfoot said.

Under the citys requirement, all city employees will need to disclose vaccine status by Friday.

John Catanzara, the president of Chicago Fraternal Order of Police, is urging officers not to fill out the portal information.

If we suspect the numbers are true and we get a large number of our members to stand firm on their beliefs, that this is an overreach and theyre not going to supply the information in the portal, or submit to testing, Catanzara said. Then its safe to say the city of Chicago will have a police force at 50 percent or less for this weekend coming up.

There is currently no way to corroborate those estimates, and Catanzara didnt respond to a request for comment.

In a letter to Mayor Lightfoot, two city Aldermen are urging her to drop the mandate.

Shooting Of Flint Farmer

On June 7, 2011, Flint Farmer was fatally shot three times in the back by Chicago police officer Gildardo Sierra. Sierra and a partner had responded to a domestic disturbance call allegedly involving Farmer. When confronted by the police, Farmer fled. Sierra shot at Farmer multiple times, hitting him in the leg and abdomen. Publicly available police video shows Sierra circle the prone Farmer as three bright flashes emit from approximately waist level. The coroner who performed the autopsy on Farmer reported that Farmer could have survived the shots to the leg and abdomen, but any of the three shots through the back would have been fatal. Officer Sierra had been involved in two other shootings in 2011. Although the Chicago police department ruled the shooting justified, by October 23, 2011, Sierra had been stripped of his police powers and the FBI had opened an investigation into the incident. Eventually, no charges were brought against the officers. The city settled the civil case with Farmer’s family for $4.1 million but did not admit fault.

Chicago Police Department Office Of Professional Standards

Chicago Police

In 2002, Lightfoot was appointed chief administrator of the Chicago Police Department Office of Professional Standards, a now-defunct governmental police oversight group, by Police Superintendent Terry Hillard. She held the position for two years. In the position, she was in charge of investigating possible cases of police misconduct, including police shootings of civilians. However, a report found that the Office of Professional Standards’ investigations often lacked thoroughness. Lightfoot says her recommendations for disciplinary action were often rejected by the police department.

In one notable case, Lightfoot went against Police Department orthodoxy by recommending the firing of officer Alvin Weems, who shot and killed an unarmed man, Michael Pleasance. Weems was initially believed to have accidentally shot Pleasance, but after video evidence contradicting the initial claims was revealed, even Weems himself expressed feeling that the shooting was unjustified. Weems was not fired by the Chicago Police Department, but the city was eventually forced to pay a settlement to the Pleasance family. Weems later committed suicide.

Lightfoot then moved on to work in the Chicago Office of Emergency Management and Communications. She was later hired by Mayor as deputy chief of the Chicago Department of Procurement Services. There, she and her boss, Mary Dempsey, investigated Chicago corruption, drawing Mayor Daley’s ire in the process. Lightfoot and Dempsey’s investigations included probes of then-‘s associate and prominent Daley donor Elzie Higginbottom. Lightfoot worked at the Department of Procurement Services for a few months, subsequently returning to Mayer Brown. Lightfoot has suggested that she left the Department of Procurement Services because of dismay at corruption in City Hall.
