Priority is given to applications who have:

  • Been unemployed for 90+ days, and

    How Do I Talk To My Landlord About The Program

    City of Chicago :: Emergency Rental Assistance Program (ERAP)

    Be firm but polite with your landlord. Be persistent. Do not wait for them to follow up.

    Keep reminding them until they complete the application. You can check if your landlord has completed an application by logging in your account on the ILRPP website. If possible, set up a time to go through the application with them. You can do this:

    • Over the phone,
    • On a video call, or
    • In person.

    Remind your landlord that getting this money will help you both. Explain to them how you have been and will be a good tenant. Remind them how hard it can be to find a new tenant.

    If you know other tenants in the building, talk to them about reaching out to the landlord too.

    For those who missed the window to apply for assistance through IHDA, the Illinois Department of Human Services is accepting applications for up to $25,000 in rental assistance on a rolling basis through the Illinois Rental Assistance Program.

    CHICAGO City and state grant programs to help people behind on rent will start accepting applications Monday.

    The citys Department of Housing is accepting applications from Chicago tenants and landlords 10 a.m. Monday through Dec. 18. The statewide program, administered through the Illinois Housing Development Authority, will accept applications Monday through Jan. 9.

    Renters and housing providers can apply to both programs, but they will only receive assistance from one source for the same period.

    The city program will provide a one-time grant, up to $2,500 a month, matched to applicants specific need for up to 15 months of past-due rent and utility payments. The grant also could include up to three months of future payments, according to the Department of Housing.

    Chicago Homelessness Prevention Programs

    Chicago Homelessness Prevention Call Center: Ask for Short-Term Help or request transportation to a homeless shelter. Staff will assess impacted person/family eligibility for financial assistance and other community resources and make a referral to a CoC agency. Call 3-1-1 or 312-744-5000.

    Chicagos Coordinated Entry Center: Impacted persons must be sleeping in a shelter, outside, in a vehicle, or any place not meant for human habitation. The housing assessment may not lead to an immediate housing option. Call 312-361-1707.

    Cook County Legal Aid For Housing And Debt

    CCLAHD offers help with eviction, debt, foreclosure, or tax deed issues.

    Call the CCLAHD hotline at 855-956-5763 or visit www.cookcountylegalaid.org to learn how you can get help resolving your housing and debt problems. All services are available at no cost to Cook County residents and landlords regardless of income, language, or immigration status. The hotline is open Monday-Friday from 9:00-4:30.

    Landlords can also apply on a tenant’s behalf, and must provide proof of ownership and the property management agreement, as well as their Tax Identification Number.

    Chicago Mayor Lori Lightfoot was scheduled to announced the program at a news conference at 11:15 a.m., according to her public schedule. The event can be watched live in the video player above.

    Not in Chicago? Illinois has a program for all residents of the state that opened earlier this month.

    Applications for the Illinois Rental Payment Program are open now and will be accepted through June 7.

    Under the ILRPP, tenants and landlords could be eligible for up to 15 months of assistance in grant form to cover the past due rent from the last 12 months as well as future rental assistance for the next three months if necessary, the state says. The maximum grant amount is $25,000, provided by federal funding.

    Applicants must also be at risk of homelessness or housing instability, officials say, and the household’s total gross income cannot exceed 80% of the area’s median income. In Cook, Lake, McHenry, Kane and DuPage counties, that would mean a family of four is eligible if they make no more than $74,550.

    Documentation required includes, for housing providers: evidence of past due rent, a copy of a 2019 property tax bill or 2021 monthly mortgage statement, rental unit information and more.

    Today, the Chicago Department of Housing announced the close of its fourth round of direct emergency rental assistance to renters and landlords financially impacted by the COVID-19 pandemic. Through two rounds of assistance in 2020 and two rounds of the Emergency Rental Assistance Program in 2021 and 2022, the City has provided over 30,000 households with over $170 million in direct rent and utility payments, exhausting currently available funds not reserved for court-based assistance or stabilization services.

    “The pandemic has prompted and exacerbated many challenges facing our residents, one of which is the ability to pay rent and bills,” said Chicago Mayor Lori E. Lightfoot. “Through ERAP, the City was able to ease some of their burdens and give them the breathing room they deserve to get back on their feet and recover from the economic fallout of COVID-19. I am proud that our Department of Housing was able to offer this kind of support in a time when our residents needed it the most.”

    This trend continued as DOH obligated over 50% of ERAP2 funds by March 29, 2022, and received an additional $1.5 million of reappropriated funds from the US Treasury.

    A separate Rental Assistance Program from the Department of Family and Support Services helps Chicagoans who have housing right now, but who may be at risk of becoming homeless due to a loss of income or another eligible emergency. The program is currently accepting applications.

    CHICAGO – The Chicago Department of Housing is issuing a Request for Proposals for an administrative service provider for the Emergency Rental Assistance Program for tenants and landlords economically impacted by the Coronavirus pandemic. The service provider will be responsible for case management and application processing for 75% of the $79.8 million the city has received through the Coronavirus Response and Relief Supplemental Appropriation Act passed by Congress in December 2020.

    As we enter into this second year of the Coronavirus pandemic, the need for financial assistance for residents and housing providers continues to grow and threaten an eviction crisis, said DOH Commissioner Marisa Novara. Through this RFP, DOH can select a service provider that will allow us to establish the staff and infrastructure necessary to keep residents safely housed and landlords solvent.

    The ERAP service provider will primarily be responsible for approximately $53.9 million in cash awards processing for an estimated 7,500 applications. In addition to case management and application processing, the service provider will also be expected to perform document review, provide in-person assistance as required especially for the disabled, and work with tenant and landlord applicants in multiple languages over email and telephone.

    The Citys latest Emergency Rental Assistance Program will provide up to 18 months of rental assistance for renters and landlords who have experienced a financial hardship during the COVID-19 pandemic

    Today, the Chicago Department of Housing announced a new application period will open on Monday December 6, 2021, for its latest round of rental assistance for tenants and landlords financially impacted during the COVID-19 pandemic. This second Emergency Rental Assistance Program application round, which will close at 11:59 PM on Saturday December 18, 2021, includes $102 million from the American Rescue Plan Act of 2021 and will offer up to 18 months of rental assistance and utility payment assistance for impacted renters. To date, the City of Chicago has provided over $110 million in direct financial assistance and legal services to impacted Chicagoans since the onset of the pandemic.

    “Since our first round of rental assistance at the beginning of the pandemic last year, we have seen a steady increase in the need for housing and utility assistance across the city that must be addressed,” said Chicago Mayor Lori E. Lightfoot. “That’s why we are implementing this latest round of the Emergency Rental Assistance Program, which will give more residents the housing stability and security they need in order to not only stay afloat during this crisis, but thrive long after it is over.”
