    Naperville May Drop Electric Vehicle Charging Station Fees

    The citys Transportation Advisory Board is recommending the Naperville City Council remove the fee on electric vehicle charging stations in public parking lots downtown.

    The recommendation came the same day U.S. President Joe Biden set a target that half of all new cars sold by 2030 must be electric.

    Michael Prousa, a project engineer with the citys Transportation, Engineering and Development department, said questions were raised by staff about the need for a fee as they prepared to replace charging stations in two lots.

    Prousa said from 2015 through 2017, the electric vehicle charging stations averaged $56.08 per month in utility charges and generated $133 per month in revenue.

    While the city installed credit card processors to handle the transactions, he said the devices often required maintenance and were often out of order.

    City staff determined the utility cost is not significant and suggested the fee be dropped.

    The move also is supported by the Downtown Naperville Alliance, Prousa said.

    Besides recouping electric costs, Prousa said fees can discourage people from parking in the same spot for too long.

    But he said that has not been the case in Naperville or other similar municipalities the staff contacted as part of their research.

    The Chicago City Council adopted an ordinance at their April 24, 2020, virtual meeting that changes the electric vehicle requirements for some new construction projects. The ordinance, SO2019-8025, is a zoning text amendment that requires the installation of EV infrastructure that can be adapted to chargers in the future.

    The new code modifies the existing zoning code standard in section 17-10-1011 for supplying EV infrastructure, which affects projects permitted on August 1, 2020, and after .

    The ordinance introduces new terms. EVSE-Ready means that the infrastructure for a future charging station is supplied, and EVSE-Installed is an EVSE-Ready parking space with a charging station.

    Alder Matt Martin and Alder Brendan Reilly sponsored the ordinance. Reilly described the impetus for the ordinance in his newsletter last week.
