Transportation Secretary Pete Buttigieg defended the Federal Aviation Administrations decision Wednesday morning to ground flights nationwide following a safety system outage, saying it was the right call but acknowledging that these kinds of disruptions should not happen.

And my primary interest, now that we’ve gotten through the immediate disruptions of the morning, is understanding exactly how this was possible and what steps are needed to make sure it doesn’t happen again, Buttigieg told CNNs Kate Bolduan on At This Hour.

Buttigieg cited irregularities with the FAA system that relays safety messages out to airports, aircraft and airlines and said the flight halt was put in place to ensure the system was working correctly.

As the Federal Aviation Administration scrambled to get its systems back online Wednesday, causing nationwide delays in air traffic, the agency was operating without a permanent leader.

Thats because President Joe Bidens nominee to head the organization, Phillip Washington, hasnt even received a confirmation hearing.

Washington is currently the CEO of the Denver International Airport, his first major leadership role solely focused on aviation. He previously held leadership roles at municipal transit organizations, including in Denver and Los Angeles, focused on bus and rail lines.

He has faced questions about his limited aviation experience and in September, was named in a search warrant issued as part of a political corruption investigation in Los Angeles. It sought more information related to potential favoritism in the awarding of contracts by the Los Angeles Metropolitan Transit Authority.

Because his nomination wasnt acted upon during the last Congress, Biden faced a choice this month of whether to resubmit his name for consideration or identify a new nominee. Biden renominated Washington last week, signaling the administrations continued support for him. But it remains unclear when he will receive a hearing.

The FAA has been without a permanent administrator since March, when the Trump-nominated Stephen Dickson stepped down midway through his five-year term. Bill Nolan, the agencys top safety official, was named acting director in April.

What Is The Faa Notice To Air Missions System

Wednesday saw thousands of flights across the US grounded by the Federal Aviation Administration , due to a failure in the Notice to Air Missions system.

In the world of aviation, NOTAM is an unclassified notice that contains vital information for those concerned with flight operations, while not being delivered far enough in advance to be in the public realm through other means.

A NOTAM is filed with a country’s aviation authority – in the case of the US, the FAA – to alert other pilots of any hazards on their route.

The authority then distributes these notices to relevant pilots.

A NOTAM ‘states the abnormal status of a component of the National Airspace System not the normal status,’ the FAA website explains.

Among the hazards flagged by NOTAM include air shows, parachute jumps, rocket launches, as well as changes in operations such as runway closures or airspace restrictions caused by military exercises.

Criticism has ben leveled at NOTAMs which can go up to 200 pages for long-haul international flights.

In 2017, an Air Canada flight nearly crashed into four other airlines as it attempted to land in San Francisco.

The flight misidentified a taxiway as a runway. Information about the adjacent runway being closed was buried in the NOTAM.

Some medical flights could get clearance and the outage did not impact any military operations or mobility.

Air Mobility Command was working with the FAA on the issue.

Breakdowns in the NOTAM system appear to be rare.

The 64-year-old Villa Park woman decided not to check her bags after her flight was delayed, remembering the pileup of suitcases during the recent chaos with Southwest Airlines.

I dont want to have to go home and not have my suitcase, said Frederick, concerned her flight might end up being canceled.
