State of Connecticut Foster Youth to Independence Section 8 Housing Choice Voucher Waiting List

The Connecticut Department of Housing is accepting Foster Youth to Independence Section 8 Housing Choice Voucher waiting list referrals from November 2, 2021 at 9:00 am, until February 1, 2022 at 5:00 pm ET.

Please note: According to the CDH public notice, The wait list will be open only for Foster Youth to Independence pre-applicants. DOH and its contractor will ONLY accept referrals of pre-applications from the State Department of Children and Families .

Inadequate Funding Creates Long Waits

The Housing Choice Voucher program, the nations largest form of rental assistance, offers a proven, evidence-based tool to address housing hardship. Currently it enables roughly 2.3 million households with low incomes to afford decent, stable housing. The family pays about 30 percent of its income for rent and utilities, a widely used standard for the amount a household can reasonably be expected to pay for housing. The voucher covers the rest, up to a cap based on HUD estimates of typical market rents in the local area.

Despite the demonstrated benefits of rental assistance and effectiveness of vouchers specifically, resources fall far short of need. Only 1 in 4 households eligible for rental assistance receive it due to funding limitations. Because the need is so much greater than the supply of vouchers, housing agencies establish waitlists for households interested in receiving assistance, and for each agency HUD publishes the average time someone who received a voucher had to first wait for assistance. While these data leave out millions of people in need who never get a voucher , they provide a useful indicator of the inadequacy of federal rental assistance funding by showing how long even people who succeed in obtaining a voucher must endure hardship before receiving help.

The Housing Authority of Cook County also known as the HACC, is the second largest public housing authority in Illinois. The HACC is a municipal corporation that was established in 1946 to serve 108 communities, as well as unincorporated areas in suburban Cook County. The Housing Authority of Cook County administers several rent assistance programs to meet the housing needs of our rental participants. The HACCs conventional public housing program consists of over 2,100 owned units of low-income housing. The Rent Assistance Division services over 13,000 families, senior citizens, and persons with disabilities. Other programs such as our Mobility Assistance Program, Family Self-Sufficiency Program, and Home Ownership Program are designed to make a positive difference and help participants achieve independence. Housing Choice Voucher/section 8

The Housing Choice Voucher Program provides rent assistance for very low and moderate income persons in privately owned rental apartments, flats, townhomes or houses.

The Section 8 program permits landlords renting sound housing at reasonable rental rates to receive a portion of the rent for a subsidized tenant directly from the Housing Authority.

How does the Section 8 program work?

The Section 8 Program has limited dollars available in order to issue a Voucher to applicants.

  • Applicants who receive a Voucher will have 120 days to find a qualifying unit which the owner must be willing to rent under the program.
  • No Extensions in voucher term will be granted.
  • The Housing Authority inspects and approves the unit if it meets requirements.
  • The Housing Authority signs a contract with the landlord to pay a portion of the rent.
  • The Voucher holder signs a lease with the landlord and pays the balance of the rent.

Once participating in the Section 8 Program, a family remains income eligible as long as the familys share of the rent does not exceed the Payment Standard used to calculate the maximum housing assistance payment.

How Do I Apply For Section 8 In Chicago Illinois

The only way to apply for Section 8 in Chicago is through a Housing Authority. HAs are also known as PHAs, or Public Housing Agencies. HUD gives funding to PHAs to administer rental assistance programs locally. Applications for any government funded housing program are always free.

Cha Accepting Applications For Unique Public

BRONZEVILLEKesha Gooden, a single mom of six, said she wants a better life for her children and moving to the South Side would provide such a life.

“I do not let my kids go outside because they be doing a lot of shooting where I am at. I don’t want to be one of these moms on TV crying because her child got caught in gunfire by gangs,” said Gooden, a 36-year-old homemaker, who lives in the Garfield Park neighborhood on the West Side. “I don’t know anyone on the South Side but have heard a lot of good things about it. And besides, it can’t be any worse than where I live now.”

Gooden was among hundreds of people who showed up Friday to apply for one of 69 units available at Lake Parc Place, a public housing apartment building at 3984 S. Lake Park Ave.

Applications are being accepted at the building Monday through Friday from 9 a.m. to 5 p.m. until March 30. And this fall 70 more units, currently being renovated, will also be available.

The waiting list to move into the building, which is privately managed but owned by the Chicago Housing Authority, is unique because it is income-based, favoring applicants whose income is between 51 to 80 percent of the area media income, said Stacey Lucas Fields, director of administration for asset management for the CHA. The agency also has a separate waiting list for applicants seeking subsidized housing assistance.

Recovery Legislation Offers Opportunity To Help More Households Afford Housing

As Congress crafts an economic recovery package, a top priority should be to expand vouchers to more people in need. The COVID-19 pandemic and recession have caused even greater housing hardship, and while the federal government has provided substantial emergency housing assistance, this is not designed to address the overwhelming need that existed before the pandemic. Ultimately, housing vouchers should be available to everyone who is eligible, as President Biden proposed during the presidential campaign. At a minimum, recovery legislation should make a sizeable down payment toward this goal.

Recovery legislation should invest both in housing vouchers and in the supply of affordable housing, for new construction and renovation. While supply investments can help communities with too few reasonably priced units to expand access to affordable housing, supply investments by themselves dont create housing that is affordable to the lowest-income households, which need assistance to afford even those lower priced units. Moreover, in many communities, there is an ample supply of reasonably priced housing , but households with low incomes need help bridging the gap between their income and the cost of rent.

For most of his adult life, Clifford McKnight has bounced from house to house sleeping on relatives’ couches, sharing bedrooms and crowding into small apartments to have a place to rest his head, he said.

On Monday, he joined more than 80,000 Chicago residents who applied for housing assistance from the Chicago Housing Authority, after the CHA opened its wait lists for new residents for the first time in more than four years.

Agency officials expect more than 250,000 families to apply for spots on three waiting lists one for public housing, one for housing vouchers and one for apartments in privately owned subsidized housing,

“We don’t have a set number of slots available. … We can’t predict how long people will be on the wait list,” said Katie Ludwig, a deputy chief housing officer at the CHA. “We are getting to the end of our wait lists, and we thought it was a great opportunity for people who are in need of housing. We thought we’d open all three lists at the same time. It’s something we’ve never done.”

The agency will take applications through Nov. 24. Applicants can fill out the paperwork online or can go to agency-designated community centers for help. Once applications are in, the agency will conduct a lottery to determine who will go on the wait lists, Ludwig said.

What Is The Section 8 Lottery And How Can I Apply

When a city has an open Section 8 waiting list, it will usually be overwhelmed with applicants. There will be literally thousands of applications submitted to that housing authority. In order to not make it a first come, first served scenario, most housing authorities implement a Section 8 lottery system. Each agency has a cap on the number of vouchers it is authorized to administer. An agencys number of authorized vouchers is essentially the sum of the vouchers the agency has been awarded since the start of the voucher program. Each year, Congress provides some new vouchers. Since 2003, new vouchers have been either tenant-protection vouchers or special purpose vouchers .

HUD funding each year is based on the number of their authorized vouchers in use in the prior year and the actual cost of those vouchers, adjusted for inflation. If Congress provides less overall funding than agencies are due, each agencys funding is reduced proportionately. Funding for new vouchers and administrative costs is provided separately. Agencies participating in the Moving-to-Work demonstration are funded under their agreements. Vouchers sharply reduce homelessness and other hardships, lift more than a million people out of poverty, and give families an opportunity to move to safer, less-poor neighborhoods unlike Southside Chicagos Housing authority.
