Its also important to note that 625 ILCS 5/11-306 of the law allows you to turn left on a red light only when youre entering a one-way road from another one.

Comptroller Mendoza Gives Red Light To Red Light

CHICAGO Effective February 6, the Illinois Office of Comptroller will no longer assist municipalities in collection efforts for fines for red-light camera tickets, a system that is both unfair to low-income Illinoisans and the subject of a federal corruption probe.

My office is taking decisive action in response to unethical arrangements that have come to light regarding the red-light camera industry, Comptroller Susana A. Mendoza said. As a matter of public policy, this system is clearly broken. I am exercising the moral authority to prevent state resources being used to assist a shady process that victimizes taxpayers.

News reports show these tickets fall hardest and disproportionately on minority and low-income drivers. The $100 red-light ticket camera fines can double if they initially go unpaid, and then almost triple, with vendors and private collection agencies in some cases able to keep a portion of the funds the state collects on behalf of municipalities. Loss of a drivers license can mean loss of a job for some people who cant afford to keep up with these fines and late fees.

The Chicago Sun-Times quoted one government official who simultaneously acted as a consultant to a red-light company – helping get them contracts with certain towns – saying he gets a cut of the money paid on every such ticket issued in those towns. Several more arrangements like this one have been revealed in other reports.

The Red Light Camera Enforcement Program was created and designed to increase safety on Chicago streets by reducing the most dangerous types of crashes at the most dangerous places on our streets namely, intersections. Chicago Speed Cameras Write 1 Ticket Every 12 Seconds

Revenue projections estimate red-light cameras will generate 2.7 million $35 tickets in a full year, bringing in $95.5 million for the city.

Chicago issued 52,498 red-light camera warning notices to motorists in the first week of Mayor Lori Lightfoots stricter speeding ticket policy thats about 1 ticket every 12 seconds.

Those 52,498 warning tickets went out during one week in January, but on the city started sending out the real thing. Tickets now are $35 for driving 6 to 10 mph over the speed limit and $100 for driving faster than that under Lightfoots new policy that lowered the threshold for speed camera tickets.

A ticket every 12 seconds could mean nearly $100 million a year for the cash-strapped city.

The mayor said the decision is in response to the 139 traffic fatalities that occurred in Chicago during 2020, a 45% spike in traffic related deaths from 2019.

While Lightfoot champions the stricter standards as imperative to keep communities safe, she has drawn sharp criticism for appearing to renege on her promise to reform the citys fines and fees program after previously saying it was regressive and focused on generating revenue, not safety.

North Side Ald. Maria Hadden expressed similar concerns over Lightfoots new policy, seeing it as just another way of nickeling and diming Chicago residents who are already struggling.

Do Unpaid Tickets Go Away

Traffic tickets dont expire, but you have a deadline to fight the ticket in court, pay the ticket, or not contest the ticket. If you dont act within this timeframe, the issue doesnt go away or add on late fees. Typically, the matter gets more complicated.

Usually, unpaid tickets will stay on your record forever until you act on them. If you dont show up in court to handle the ticket, a judge may issue a bench warrant for your arrest.

Arrest warrants dont expire until you do the time or pay the fine. For instance, the court can issue a warrant years after you first received your first ticket. Theres no statute of limitations or set time limit by which the courts must issue an arrest warrant.

Illinois Will Stop Collecting On Unpaid Red

CHICAGO The state of Illinois will stop collecting fines against drivers who are ticketed after cameras catch them violating red lights in the suburbs, Comptroller Susana Mendoza said Monday.

Mendoza said poor and minority motorists appear to be most affected by the $100 tickets, which can double if not timely paid. She also noted a federal investigation of relationships between some communities and a red light vendor.

The new policy starts Feb. 6.

This system is clearly broken, Mendoza said. I am exercising the moral authority to prevent state resources being used to assist a shady process that victimizes taxpayers.

A 2012 state law allows local governments to use the comptrollers office to collect debts. Unpaid traffic tickets, for example, can be deducted from tax refunds.

Last year, the Comptrollers Office collected $11 million from 60 communities, keeping $20 a ticket, or about $1 million. But Mendoza says its not worth it.

She said communities can hire private debt collectors instead. But Mendoza is urging municipalities to reconsider using the technology altogether.

I think its critical that the states collection mechanisms should not be hijacked by political insiders to profit from an enforcement system whose integrity is now being seriously questioned, she said.

SafeSpeed LLC, which provides cameras, has denied wrongdoing.
